William was in the Furniture business and in 1880 was trading with R.P. Campbell as Campbell and Fulton.
Civic affairs included being on the first city council in 1881, and a rural councilor for 13 years.
He was a staunch Presbyterian, a member of the Masonic Lodge, President of the Pioneers and Old Timers Association and St. Andrews Society.
In 1903 he was one of a party of prominent western farmers sent to Great Britain to present the agricultural advantages of Canada to prospective settlers.
He was director of the Portage Farmers Mutual Insurance in 1898, 1900 to 1909 and president from 1911 to his death in 1920.
